I was on Google + & I saw a video by PrettyGrumpyBear & on the cover of the video it showed Mangle & the cupcake. This is my theory. The Mangle & cupcake had the same eyes. On Camera 7 when Toy Chica is standing, she is holding Mangle. I think that she is helping building her because she was near the parts/service room. Maybe she is trying to sneak in there without nobody seeing her.

Both eyeballs are the same. When Toy Chica is on stage, she doesn't have her cupcake in her hand. When she leaves she has it in her hand & no eyeballs. Maybe she takes them out, puts them in the cupcake, & goes in the Parts/Service room with Mangle to put the eyeballs from the cupcake into her. Know remember, this is just a theory, all of this isn't the truth just a theory.
